County awards 2026 crack-sealing contract to Peckham Asphalt for $106,300

Jones & DeMille Engineering recommended awarding Duchesne County's 2026 roadway crack-sealing contract to Peckham Asphalt Paving Inc. for $106,300. Brock Harrison of Jones & DeMille presented the bids to the commission on April 13 and explained the vetting of references for Peckham.
Commissioner Jeff Chugg moved to accept Jones & DeMille's recommendation and award the contract to Peckham Asphalt Paving Inc.; Commissioner Tracy Killian seconded the motion. Commissioners Chugg, Killian and Chairman Greg Miles voted aye and the motion passed unanimously.
During a Public Works update, Director Mike Casper and commissioners also discussed an East River Road chip-seal project and a $499,010 contract extension with Hales Sand & Gravel that had been awarded last year but not yet utilized. The minutes record agreement to proceed and to approve the contract extension; the record does not show a formal roll-call motion for that specific extension in the provided segments.
The awarded crack-sealing contract will be administered through Public Works and overseen per county procurement rules.
