Reynolds’ Bandits Ridge winery, short‑term rental and event amendment deferred to October

The Goochland County Board on July 2 deferred action on an application to amend the Bandits Ridge conditional use permit so the applicants could clarify whether to pursue a farm winery (under 50 acres) with a tasting room or seek a restaurant/ABC path.
Jamie Sherry, director of community development, summarized the amendment request from Brad and Donna Reynolds: condense uses under one CUP to add unhosted short‑term rental at the dwelling (max 10 guests), a farm winery and tasting room on the existing event venue property, and to allow up to two events per day while keeping a 150‑guest maximum for combined uses. Planning staff and the planning commission had recommended approval with standard conditions and limits such as nonreflective tower materials, buffering and no outdoor subwoofers where specified in conditions.
Applicant Brad Reynolds told the board the property already contains the barns and parking for events, and described plans for a tasting room, limited outdoor music ("Subwoofers will not be there"), and long‑term planting of vineyards. Reynolds said the tasting room would generally close at 7 p.m., though weddings and events under the existing public‑assembly CUP can continue later. "We're not starting from scratch — all the facilities are in place," Reynolds said.
Board members and staff discussed regulatory differences between a farm winery tasting room and a restaurant (state ABC and VDACS rules, food‑sales ratios and health‑department requirements). Supervisors encouraged the applicants to determine whether to pursue a restaurant license or proceed as a farm winery, noting a restaurant classification could require additional community meetings and review. Staff recommended a short deferral to allow the applicants to consult with ABC and for staff to assess any amended application.
The board voted to defer CU‑2024‑0010 for Bandits Ridge to the October 1 board meeting to allow the applicants and staff time to clarify the licensing approach and return with a fully advertised application if needed.
