Board approves eight extra open-enrollment seats to keep current students in district

The Shorewood School District board voted to declare eight additional open-enrollment seats for the 2025–26 school year to allow students who were included in the district’s third-Friday count to remain in Shorewood under tuition waivers.
Heather (district staff) explained that the seats align with the grade levels of applicants included in the third-Friday resident count and that the seats are being opened specifically to accommodate those students’ requests to continue enrollment. She said the district cannot open seats solely for siblings but gives preference to siblings when capacity exists. Heather also described fiscal implications: the district expects to recapture approximately 70% of the per-pupil revenue from the students’ home districts.
A motion to declare the eight seats was moved, seconded and passed by voice vote. Board members asked follow-up questions about cutoff dates for tuition waivers and whether students who move before the third-Friday count would be handled differently. Heather said those situations are handled under separate timing categories and that seats would not automatically be opened for students who left before the statutory cutoff.
