Using a NEOLA template, administration proposed changes that include limiting individual public-comment time to three minutes (the current board notice states five minutes) and capping total public-comment time at 30 minutes unless the board chooses to extend it. The draft also includes options for limiting board members' use of personal communication devices while the meeting is in session.
Board members discussed the practical and reputational trade-offs of shorter comment periods and an overall cap. Some members favored a 3-minute standard to keep meetings on schedule; others noted the public-facing board notice still reads "5 minutes" and asked staff to ensure consistency in the posted materials. One board member suggested allowing the board to set exceptions by majority vote.
