City finance director gives youth council a budget overview; highlights major funds and projects

Britney Jumper, identified in the meeting as the city's support services director and finance director, gave members of the Satellite Beach Youth Council a high-level explanation of how the city budget and finance functions operate.
Jumper described departmental responsibilities under support services (human resources, IT, accounts payable), the CAFR (comprehensive annual financial report) and audit timing (auditors visit before Thanksgiving; the audit is later presented to council). She said the city's fiscal year runs Oct. 1 to Sept. 30 and noted the budget has several funds the council should be aware of, including the general fund, community service fund, CRA fund, capital assets fund, law enforcement trust fund, health insurance fund and pension trust fund.
Jumper identified a multi-year capital project under way: a new public works and fire station. She stated (as reported in the meeting) the overall budget is "about $2,324,000,000," the general fund is "just over $13,000,000," and roughly 60% of general fund revenue comes from property taxes. (Those figures were reported by the presenter in the meeting transcript.) Jumper encouraged members to consult the online budget book, which contains 10 years of data and charts, and offered to return for a deeper presentation if the council wanted it.
Council members asked clarifying questions about which departments are in the general fund and how funds are tabbed in the budget book; Jumper explained the CRA fund must be spent only on properties in the CRA and pointed members to the budget book as the best reference for details.
The finance director also offered to answer follow-up questions and provide materials for members who wanted a deeper dive into city finances.
