City staff briefs Youth Council on Sunshine Law, parliamentary procedure and budget basics

Webb Pierce, the city clerk, opened a training segment for the Satellite Beach Youth Council on Oct. 28, reviewing parliamentary procedure and Florida’s Sunshine Law before the council began its business.
Pierce summarized why parliamentary procedure helps meetings run orderly and explained motions, seconds and options after a motion is made. He warned members that "no communication between board members on items under the board's purview are allowed," and cautioned that emails, texts and other messages about pending council business can create public‑records obligations and potential Sunshine Law violations.
Britney Jumper, support services director, then gave an overview of city finances and administration. Jumper described the city’s fiscal year (Oct. 1–Sept. 30), the comprehensive annual financial report (CAFR), the seven main funds and a large, multi‑year public works and fire station project. In the meeting she stated the city’s overall budget is "about $2,324,000,000 dollars," said the general fund is just over $13,000,000, and that roughly 60% of general fund revenue comes from property taxes. Jumper encouraged members to consult the online budget book for details and offered one‑on‑one follow up.
Courtney Barker, the city manager, told members the city can provide a small start‑up budget for youth‑led projects and explained the city’s social‑media archiving program that captures changes on public pages to satisfy public‑records requests.
Members asked clarifying questions about fund purposes and where restricted funds such as CRA and pension trust money may be spent; Jumper provided the fund names and suggested staff could provide additional detail on request.
