City clerk briefs youth council on Sunshine Law and meeting procedure

On open-meeting rules, Pierce said meetings must be open to the public, notice should be reasonable (the city aims for 5— days' notice), and board members must avoid discussing agenda items outside a posted meeting to comply with the Sunshine Law. He warned that communications related to board business'including texts, emails and social-media messages'can be public records and suggested routing relevant messages through staff so they are preserved on city servers.
Pierce described penalties for violations (civil fines and, in rare cases involving high-value transactions, criminal investigation) and encouraged members to consult staff when unsure. He and other staff offered to email the orientation materials and the city's board handbook for further review.
