District outlines plan to use Panorama and TLCC data to monitor staff climate and partnerships

District staff presented an update on Strategic Plan Focus Area 3 on Jan. 12, describing work to measure and improve staff climate and community partnerships. Tim Ritter introduced the process for strategic-plan updates and the timeline; Kaylee McCaffey and Joe Laliberte described goals and survey instruments.
Kaylee McCaffey said Focus Area 3 targets include a TLCC survey goal that by June 2026 90% of district teachers and staff will respond favorably to the question, "I would recommend this school as a good place to work." She highlighted historical staff responses (84% in 2022, rising to 92% in 2023–24) and noted the district aims to maintain strong results.
Joe Laliberte explained the district had used EAB surveys previously and has shifted to Panorama as a baseline this year because Panorama provides national comparison datasets and different question sets. He said Panorama's questions differ from TLCC and that the district will treat this year as a baseline while continuing to use TLCC (administered every two years) when available. Staff indicated Panorama will allow national comparisons and future student and family survey options; staff focus groups and an action plan are scheduled after survey results are analyzed.
Board members asked about the comparability of Panorama and TLCC benchmarks, whether the student survey component would be used this year, and the timing of results. Staff replied that Panorama provides national comparators but was not nationally normed in the same way as TLCC; staff prioritized staff surveys this year and plan to include student and family surveys soon. Tim Ritter said staff focus groups are planned for February followed by an action plan.
Why it matters: The district is establishing baseline data and a timetable to measure staff climate and embed community partnerships into learning experiences; survey results will inform school-level MTSS plans and strategic-plan updates.
