City staff and the city clerk confirmed public notices and compliance with the Mello‑Roos Act and said there were no written protests and no registered voters in the CFD territory per the county register. The council moved through action items A–F in sequence: adopting the formation resolution, deeming it necessary to incur bonded indebtedness, calling the special election, declaring election results and directing recordation of a special tax lien, and authorizing execution of an amended and restated acquisition and funding agreement with Brook Cal Ontario LLC.
