Calhoun County board approves Juvenile Home medical contract, ratifies AFSCME pact and backs $42,000 records grant

The Calhoun County Board of Commissioners on April 7 approved a medical services agreement for the county Juvenile Home, ratified an AFSCME supervisory employees contract, authorized an interim emergency services coordinator and approved a $42,000 Byrne Memorial formula grant application to complete a Livescan and mugshot system for Albion, Battle Creek and Marshall.
County Administrator/Controller Greg Purcell told the board the Juvenile Home medical services agreement had been negotiated by General Counsel. Commissioner Moore moved and Commissioner Todd supported Res. 46-2005, authorizing a contract with Marshall Medical Associates, P.C. to provide medical services to residents of the county Juvenile Home for the period March 1, 2005, through Feb. 28, 2007. The motion passed on a roll-call vote: six in favor, one excused. The chairman was authorized to execute the agreement on behalf of the county.
The board also ratified a two-year labor agreement with the American Federation of State, County and Municipal Employees representing six supervisory employees. Assistant County Administrator Wendee Woods summarized provisions that include paid time off in lieu of separate vacation and personal days, co-pay requirements for health-insurance premiums and prescriptions, policy-language updates and a 2 percent wage increase for 2005 and a 2 percent increase for 2006. Res. 47-2005 passed by roll call: six yes, one excused.
On public-safety staffing, the board adopted Res. 48-2005 authorizing the sheriff to appoint an Interim Emergency Services Coordinator so the department could continue to meet grant requirements while searching for a permanent replacement. County Administrator Purcell said the step was necessary to continue to utilize grant funding; the motion passed on a 6–0 roll call with one commissioner excused.
Sheriff Allen Byam and Purcell described a separate grant request under Res. 49-2005 for $42,000 from the FY 2004–2005 Byrne Memorial Formula and Local Law Enforcement Block Grant. The funds are intended to be used, together with an existing JAG grant, to complete a Livescan and mugshot system serving Albion, Battle Creek and Marshall. Commissioner Strowbridge disclosed prior involvement in negotiations related to the application and abstained from the vote. The roll-call result was Yes 5, Abstain 1, Excused 1; the motion carried.
The board approved the consent agenda, which included several communications, appointments to advisory boards and notices of public hearings, and later approved claims payable for the weeks of March 15, March 22 and March 29 totaling $1,178,427.01. Res. 45-2005 (consent agenda) and Res. 50-2005 (claims payable) passed with six votes in favor and one commissioner excused.
The board recorded the abstention by Commissioner Strowbridge on the Byrne grant vote on the record and did not supplement the meeting record with additional conditions or contingencies on the authorized actions.
What happens next: the Juvenile Home medical services agreement is effective upon execution and runs through Feb. 28, 2007; the county may proceed with the Byrne grant application process and use awarded funds to finish the Livescan and mugshot system if the state grant is approved.
