Greeley transportation advisory board seeks clearer role, proposes bylaw shift on term limits

The Citizen Transportation Advisory Board met Feb. 23 in Greeley and spent significant time debating how the board should represent residents to City Council and how it can improve outreach and communication.

Chair Tom Donkle opened the meeting and members discussed sharpening the board’s purpose so it can provide timely feedback on projects. Board members raised problems with project notifications and public outreach and suggested advisory boards could lead targeted studies or investigations to increase their impact.

Jim Riesberg moved — and Wendi Young seconded — a motion for either Tom Donkle or James Bailey to attend upcoming Public Works director interviews to better represent citizen viewpoints; the minutes record the motion but do not record a vote. Later, Wendi Young moved and Jim Riesberg seconded a proposed amendment to the bylaws that would strike the two-consecutive-term limit from the preamble and add that language into section 8; the minutes record the motion but do not record a vote outcome.

The discussion concluded with board members agreeing to explore ways to strengthen communication with City Council and to refine the CTAB work plan for future meetings. The board approved the minutes from Jan. 26, 2026 by motion and a unanimous vote of the members, as recorded in the minutes.

The board planned follow-ups for March, including continued work on the CTAB work plan and the bylaws, and attendance at Public Works directory interviews as proposed.
