The Greeley City Council on April 2026 introduced, on first reading, an ordinance to amend the West Greeley General Improvement District (GID) inclusion area after extensive public comment raising concerns about transparency and the addition of the Carestream property.
During citizen input several residents said they learned of map changes late and pressed the council to be more transparent about development and annexation plans. "Carestream property was added to the GID boundary," public commenter Tiffany Simmons told the council, saying Windsor had objected to inclusion and that the addition conflicted with earlier assurances that inclusion in the three‑mile plan did not indicate an intent to annex.
City planning staff (Don) responded to the concerns in a council Q&A session, saying the code amendment makes minor adjustments to remove areas inaccurately included and to add parcels that were included in the city's three‑mile plan since the GID's formation. "We also included all 3 mile plan additions that have come into effect since the formation of the GID. So that includes, yes, the Carestream property," Don said, adding that the annexation petition was voluntarily submitted by the property owner and that annexation conditions include contributing to the GID.
Councilmember Lisonbee moved to introduce the ordinance and set the public hearing and second reading for April 21; the motion passed on a unanimous 6–0 roll call. The ordinance language (as read into the record) modifies section 24-14-08 of chapter 14 of title 24 of the Greeley Municipal Code to update the West Greeley GID inclusion area.
The exchange highlights a substantive dispute about when and how property is added to planning and financing districts and whether inclusion signals annexation intent. Staff characterized the change as technical and linked to recent three‑mile plan additions; residents said the city should do more to inform neighbors and provide accessible materials and timelines.
