Llano City Council approves annexation, rezoning and routine permits; OKs $33,035 tree-trimming contract

Council also approved Ordinance 1582 granting a special-use permit (special-use permit 394) to allow an accessory building at 1010 Wright Street; the petitioner said the plan replaces an existing small shed in the same location. The replat for 1703 Letcher Street was approved after the petitioner, who identified themself as Jet, said the change simply combines an acquired lot and alley area to form a more regular parcel.
On operational matters, the council approved a customer-service contract with the Lower Colorado River Authority (LCRA) for two weeks of tree-trimming services starting on or about Nov. 10, 2025, in the amount of $33,035.52. Staff explained LCRA provides procurement, scheduling and public notice materials and that the contract covers an 80-hour, seven-person crew with bucket truck; staff noted the contract’s chipper/shredder operation typically hauls debris to the landfill.
Council adopted resolution R2026-3 to amend the master fee schedule, which includes updated resident and nonresident fees for the citizens collection station, modest increases to golf green fees and a roughly 2% increase tied to electric distribution that will modestly raise customer bills. Council discussed weekday junior and military fee levels before approving the consolidated fee updates.
The council also approved a resolution authorizing the sale of surplus city assets, including utility poles and other salvage items; staff said some items will require cutting and disposal costs before sale.
