Council and staff discussion asked whether the planned work lies in the 100-year floodplain and whether permits and engineering requirements (such as silt/erosion controls and ADA accessibility) were in place. "Is this in the hundred-year floodplain? And if it is, have all the appropriate permits been issued?" asked Michael (speaker 12). Staff and engineering representatives said renderings were more schematic than final blueprints and that permitting and engineering details would be addressed through the normal permitting process; TCEQ was identified as the state agency responsible for certain permitting aspects.
