The Llano City Council voted to adopt the city's 2026 work plan after a presentation by Finley, who described the document as a framework of planning themes and action steps intended to guide city priorities.
Finley said the plan grew from sessions that began in November 2025 and distilled input into eight planning themes, including planning, capacity building, emergency management, customer service, finance, personnel, image and governance. "Certainly, it's meant to be a living document that can be amended and changed," Finley said.
Council members discussed timelines, stakeholder identification and regular reporting. One council member asked whether the council or staff should identify stakeholders; Finley replied that council should play the primary role with staff offering suggestions. Following discussion, a motion to adopt the plan was made and seconded, and the council voted in favor.
Finley and council members emphasized the plan is a guide rather than an exhaustive list of city duties; staff will return with amendments or more detailed timelines as requested by council.
