Llano awarded $500,000 TDA/HUD CDBG grant for downtown sidewalk repairs; Section 3 hiring rules apply

Addison presented details of a Texas Department of Agriculture (TDA) Community Development Block Grant (contract CPM240038) that will fund downtown sidewalk reconstruction. Addison said the grant award is $500,000 and described the project scope: replacement of approximately 350 linear feet of sidewalk, demolition of existing pavement, about 300 linear feet of curb and gutter, one ADA ramp, one retaining wall, hand railing, crosswalk, striping and associated work.
Addison noted the grant is funded through the U.S. Department of Housing and Urban Development and the TDA and that, as a condition of the award, the city must comply with Section 3 of the Housing and Urban Development Act of 1968. Addison said that requirement means the city must make contracting and hiring information available to Section 3 businesses and low- and very-low-income workers in the project area and track hours worked by targeted categories for reporting.
Staff said prime-contractor bidding is expected for the sidewalk reconstruction and encouraged prospective Section 3 businesses and workers to register on HUD’s Section 3 portal and the city job site. The city will also invite adjacent property owners to a briefing about the project scope and timing.
