Josh (speaker 15), who led the update presentation, told council the draft follows the authority's template and that the city's prior plan had fewer stages; he said staff will obtain a redline showing specific changes and will request engineers to attend the next meeting to address technical questions. "We were gonna have our engineers here that help prepare this, but they both come down with sicknesses," Josh said, and added he would bring engineers' answers back at the next meeting.
Council members requested an apples-to-apples comparison so they can see what changed between versions, and asked staff to clarify how watering windows and stage triggers will operate in practice. One member noted confusion around a phrase indicating a "15-hour" watering window and urged language that clarifies it means an open window (not continuous watering for 15 hours). Staff also confirmed the draft includes a separate plan for the golf course and that the update must be adopted by the council before the next procedural step with the authority.
Council directed staff to provide a redline of changes, have engineers respond to outstanding technical questions and return the item for further consideration.
