Titusville Area School District committee reviews personnel, facilities and program updates; baseball trip proposed

The Titusville Area School District committee met on Sept. 8, 2025, in the high school boardroom to review routine business, program updates and a set of recommendations to forward to the full school board. President Lynn Cressman called the meeting to order at 7:00 p.m. and the session adjourned at 7:45 p.m.
In public comment, Uriah Sampson, THS baseball assistant coach, presented a proposal for a March 2026 spring-training trip to Vero Beach, Florida, saying the itinerary would include two scrimmages and two games for both the JV and varsity teams. Sampson said the district’s expected direct costs would be a substitute teacher for his classes and transportation to and from the airport and that additional chaperones would be recruited; he noted the team would be absent for two school days and time would be allotted for schoolwork.
Superintendent Stephanie Keebler reviewed routine items and presented personnel schedules and related recommendations, including resignations (A #194), professional appointments (B #129) and multiple support-staff items. These personnel matters were provided to the committee as recommendations for board action at an upcoming meeting.
On finance, Tax/Finance Chair Jack Roberts introduced a recommendation to renew an engagement agreement with The Reschini Group to complete 2025 Affordable Care Act employer reporting. Business Manager Shawn Sampson described the arrangement as an annual renewal.
Buildings and Grounds Chair Jim Come presented a recommendation to approve O.Z. Enterprise, LLC’s proposal to upgrade HVAC controls at Titusville Middle School; Josh Atkins explained the upgrade would place all district buildings on a common platform and improve remote accessibility and troubleshooting.
Instructional and student-services leaders reported a positive start to the school year. Principals Phil Knapp, Lucas Zimmerman (reporting for Pleasantville), Stephanie Beck and Jessica Millard, and Assistant Principal Ryan Guerra praised attendance at open houses and credited maintenance and custodial staff for facility readiness. Stacy Houck, director of the Rockets Online Campus, reported the program is serving more than 470 students and is working with 36 school districts. The committee reviewed a bundle of instructional recommendations, including a five-year linkage agreement with Achievement Center, an MOU with Crawford County Systems of Care, appointment of local business representatives to the professional development committee/Act 48 roster for 2025–26, an agreement with a CRNP to review and authorize IEPs through the School-Based ACCESS Program (SBAP), a quote from MGT for literacy consultation support, and continuing participation in the Pennsylvania Youth Survey (PAYS).
Transportation and food-services reports noted a smooth start to school-year bussing and a successful bus-evacuation drill on Aug. 28 that used four buses in cooperation with local and state police. Food-service information provided by The Nutrition Group indicated increases in breakfast and lunch sales versus the prior year, with à la carte sales down and lower meal sales at the middle school being addressed.
Policy Committee Chair Jim Come presented first readings of revised policies: 626 (Federal Fiscal Compliance) and attachments, 626.1 (Travel Reimbursement — Federal Programs), and 827 (Conflict of Interest). The committee advanced those changes as first-reading items.
On legislative matters, the committee received a PSBA officer-election slate; Shawn Sampson said there has been no movement on the state budget and noted circulating rumors that other districts are seeking short-term loans for cash flow, adding that Titusville is not considering such loans unless necessary later in 2025.
The meeting packet also included routine communications and reports (Titusville Alumni Association minutes, Venango Technology Center minutes, School Safety Committee minutes, a cafeteria report through July 31, 2025), the fall sports pocket schedule and a notice that Homecoming is scheduled Sept. 26 against Northeast. Future meeting dates were set, including the next regular meeting on Sept. 15, 2025.
With no further business, the committee adjourned at 7:45 p.m. The minutes were signed by Secretary Monica Chatham and President Lynn Cressman.
