Chair introduced Resolution 2026‑11 to designate Carrie Rogers, the city secretary, as an authorized representative for the tech school. Staff told the council the bank provided a form but that it did not require a new city council resolution because the council had previously agreed in January to add Carrie to financial accounts.
"It does not mean a city council resolution has to be in place. It was just required my signature and the mayor's signature to have Carrie added," staff said, and staff confirmed no council action was needed at this meeting.
Council took note and moved on without action; staff said it would proceed administratively if signatures were required by the bank.
