The drainage board voted to accept a subdivision plat and set a public hearing for May 4 on the Kokomo C Store convenience store and gas station project at the northwest corner of Road 26 and Dixon Road.
Richard Berger, a consultant with JPS Consulting Engineers, told the board the applicant is still designing the site plan but wants the plat in place to proceed with design work. "We appeared last two weeks ago to get acceptance onto the drainage board agenda for a plat at the Northwest corner of…Road 26 and Dixon Road for the plat for a convenience store gas station project," Berger said.
Greg (staff member) told the board the plat itself meets drainage outlet and plat requirements and explained that site design details such as underground storage tanks and detention location are still being finalized with NDOT and the city. He asked the applicant to reconcile Sheet C300 with the drainage plan and to update UST and detention placement on the record plans. "So whatever you're going to approve for the plat as the drainage plan for the plat, let's make sure we get it right," Greg said.
A board member raised concerns that additional development at the corner could worsen off-site drainage issues coming from the south. Staff said the project must meet a 0.3 discharge requirement and will use underground detention and best management practices; staff added this is expected to slow runoff compared with current farm-field conditions. "It's going to make it better because he's gotta slow his development down more than it is today," Greg said.
The board made and carried a motion to accept the subdivision plat and set a public hearing for Monday, May 4. The public hearing will give the board an opportunity to review updated sheets and hear public comment before any final approval.
The board recessed its regular meeting to open the public hearing and took up other agenda items afterward.
