Council opens street-repair bids, finds inconsistencies and tables awards pending clarification

The Grand Saline City Council opened sealed bids for several street-repair packages and debated whether the submissions were apples-to-apples, then agreed to postpone award decisions until bidders provide clarifications.

Staff presented tabulation sheets and a set of per-street and area-wide bid totals. Council members flagged inconsistencies between contractors that appeared to stem from differing interpretations of bid descriptions (for example, full-width versus center 16-foot paving). One company’s quote for Caprice Street was listed near $85,000 for a 1,000-foot section while area-wide quotes came in at different totals, producing large variances when aggregated.

Councilmember (S4) recommended tabulating the bids more carefully before awarding contracts. "I think we have to table it today until we get answers," a council member said, and staff and council agreed to request clarifications from bidders and reconvene in a special called meeting to decide awards.

Council discussed options for proceeding—accepting area-wide bids, awarding by street, or seeking revised, line-item totals from bidders. Staff said they could call bidders and ask for clarification and noted one firm had provided an unsolicited price after hearing the city intended to do street repairs.

The council did not award contracts at the March 17 meeting; members suggested a special meeting the following week to review corrected tabulations and possibly award contracts once the bid scope and totals are reconciled.
