Council designates signatories for $750,000 Texas CDBG, adopts required civil-rights policies

City staff told the council the city has been awarded a $750,000 Texas Community Development Block Grant (CDBG) that requires a division of responsibilities, signatory designations and civil-rights/compliance documentation.
City Administrator Eugenie (S9) described the CDBG grant and said the packet includes three documents: the designation of signatories, a civil-rights resolution meeting HUD/TEA requirements, and a proclamation tied to fair-housing activities that satisfy the grant’s public-engagement elements. "This is the $750,000 grant that we were approved for and has the grant that is now underway," Eugenie said.
Councilmember Amanda (Speaker 12) moved to adopt Resolution 2026-04 to designate signatories for the Texas CDBG program; the motion passed by voice vote. Council also approved Resolution 2026-05 adopting required CDBG civil-rights policies and related procurement language required by the grant agreement.
Staff said the civil-rights resolution and procurement provisions are standard conditions of CDBG awards and are required for the city to access and manage the grant funds. The council also acknowledged a fair-housing proclamation that will satisfy a grant activity tied to the park portion of the award.
Council directed staff to move forward with the required paperwork and to return any additional grant administration questions to the council if federal or state conditions require amendments.
No detailed budget allocation of the $750,000 across specific projects was discussed at the meeting; staff said the grant is underway and further budget and programmatic recommendations will be brought forward in upcoming budget work sessions.
