Mr. Hicks, who oversees athletics, reviewed current requirements: all paid and volunteer coaches must clear criminal background checks, have supervisor references, and complete VHSL‑mandated training (fundamentals, AED/CPR, concussion, child abuse and neglect modules) within one year. He said NFHS provides many of the same online modules the district uses and that VHSL focuses on Virginia‑specific rules, safety practices (heat, lightning), and eligibility.
Board members asked about SafeSport, a national program focused more narrowly on abuse prevention and athlete protection. Superintendent Dr. Mitchell said SafeSport overlaps with VHSL training but has unique modules addressing abuse and neglect; he estimated $9,000 to cover SafeSport for the district’s approximately 450 paid coaches (about $20 per coach), not counting volunteers. Board members noted volunteers might double or triple the total cost and suggested pursuing grants or leveraging existing training programs to avoid duplication.
Several board members urged prioritizing coach safety and noted that SafeSport typically takes only a few hours of online modules. Others asked staff to explore combining modules, seeking grant funds and ensuring trainings are completed promptly, particularly for coaches hired near season starts.
Next steps: staff will explore grant options, consider whether to require SafeSport for paid coaches first, and report back with cost estimates and a recommended phased approach during the budget cycle.
