Hartman said two ADA-compliant pedestrian ramps at the northwest corner of Copperton Park are complete and that Methods Consulting will provide scope and fee proposals shortly for a Centennial arch concept the town is considering. On budget he identified a total project budget figure around $70,000 for the arch-related project and said masonry column work and steel fabrication remain separate cost components.
On emergency access, Hartman described an identified alternate egress behind Rio Tinto offices that is gated at both ends and said a 2019 emergency-access agreement permits mayoral declaration to use that route if needed. He told the council staff will continue conversations with Rio Tinto about options and lock arrangements to improve emergency routing.
Hartman also said UDOT contacted MSD about a Biggum Creek Trail extension; UDOT would fund and construct the trail with no local match but Copperton must commit to maintain any portion inside the town. “UDOT is looking for a letter of support by June 1,” he said, adding staff would gather maintenance-cost estimates for council review.
On funding, Hartman said the town had been verbally told it was awarded $3,000,000 for the Copperton Storm Drain phase 2 project but that staff had not received formal written confirmation. “We’ve been verbally told by Burgess Owens’ office that Copperton’s been awarded $3,000,000 for that project,” he said.
Next steps: staff will obtain written confirmation of the stormwater award, seek maintenance-cost information for the UDOT trail segment inside Copperton, and return with scope, fee and budget details for the arch concept and related procurement options.
