Highlands Ranch Metropolitan District staff presented a proposal to hire a communications firm to lead outreach and education for Historic Park planning, telling the board at a Feb. 18 study session that limited internal capacity prompted the recommendation.
General Manager Stephanie Stanley described a stakeholder committee (with Director Kinkaid as the board representative) and said the next phase must emphasize community input and neighbor outreach. Staff received a proposal from Slate Communications for a six-month engagement that would include surveys, town halls, press materials and board communications. The total engagement cost presented to the board was $58,000, of which $45,000 was for Slate’s services and the remainder for printed materials and contingency.
Stanley said staff anticipate using the engagement to inform the District’s outreach and to support a Vision Workshop discussion scheduled for March. Chairperson Anderson raised no objection to placing the item on the Feb. 24 consent agenda.
The item at study session was informational; no formal contract was approved. Staff said they will return to the board with formal contract language and specific deliverables as part of the regular-meeting agenda process if the board proceeds. The proposed scope and cost will be subject to further review, including confirmation of deliverables, schedule and reporting requirements.
