Highlands Ranch Metro District proposes small board-district boundary adjustments to rebalance representation

General Manager Stephanie Stanley told the Highlands Ranch Metropolitan District board on Jan. 21 that staff is proposing three minor adjustments to director-district boundaries to rebalance representation.
Stanley said the current districts were adopted in May 2005 and, because of development over the last 20 years, no longer meet the guideline that district populations be within 10% of one another. Using housing-unit counts as a proxy for voter population, staff identified imbalances and proposed three boundary changes designed to rebalance districts while keeping neighborhoods intact where possible.
"These changes would not affect current voters, services, or sitting board members," Stanley said, describing the proposal as limited to future candidate eligibility based on residency or property ownership. She outlined a public communication plan that will include website and social-media postings and a notice in the March Messenger, and said the board adoption is anticipated in April.
Board members voiced support for the approach, calling it logical and likely to improve representation while minimizing disruption. The proposal is being presented now so the board can review maps and participate in outreach ahead of a formal adoption vote.
The next procedural step is public notice and outreach; staff plans to present the map for adoption at an upcoming board meeting in April.
