Oak Park — The City Council voted April 20 to award the 2025 CDBG Senior Yard Services contract to Allen's Landscape and Long Services, LLC for a not-to-exceed amount of $29,825.
Deputy director Fairless told council the federal CDBG rules adopted in 2023 limit yard services spending to 15% of a jurisdiction's CDBG allocation. To maintain current service levels this year the city is using approximately $14,000 in American Rescue Plan Act funds to supplement CDBG dollars; staff said that subsidy must be spent by July 31. "So next year...we are looking at probably a total amount to allocate to this program of about $15,000," Fairless said, and predicted the number of clients served could fall from about 80 to roughly half without the ARPA subsidy.
Council asked whether other funding sources could be found; staff said they would continue to explore options but could not promise alternatives. The contract award passed on a roll call vote.
