Essex County approves multiple contracts, equipment purchases and budget insertions including $2 million Branch Brook Park grant

Essex County commissioners on May 21 approved a series of procurement contracts, contract extensions and budget insertions covering parks, public works, elections supply and law enforcement equipment.

Key approvals and totals: the board approved a 24-month fencing contract with Guardian Fence for up to $1,023,600 plus a $348,000 parts and materials allowance to support park infrastructure work. The Department of Public Works was authorized to buy a high-power sewer-line jetting system from Jetpack Equipment not to exceed $437,084 to improve catch-basin and stormwater response. The Office of the Prosecutor received authorization to purchase body-worn cameras and associated software and hardware from Axon Enterprises under the New Jersey state contract, not to exceed $710,079.09, funded from the prosecutor's trust and justice accounts.

Elections supplies: Patricia Spango, superintendent of elections, requested and the board approved a 24-month extension with A. Rifkin Company for election bags and carts to maintain inventory, for an amount not to exceed $350,007.14, to replace or replenish canvas bags and rolling transport equipment used in polling operations.

Budget insertions and grants: Administrator Jackson presented several revenue insertions. The county accepted $48,738.61 into the opioid settlement fund, $23,648.14 seeded from Cedar Grove into county opioid funds, smaller grants for LIHEAP administration and youth incentive programming, and a $2,000,000 grant from the New Jersey Department of Community Affairs for improvements to Branch Brook Park (pathways, shoreline stabilization, signage, track and restroom upgrades). Jackson told the board there is no county match for the Branch Brook Park grant and that implementation details would be coordinated with departmental staff.

Procurement process and oversight: Commissioners asked clarifying questions about contract extension terms, prior expenditures and project scopes. Commissioner Mary Thomas asked for timing and deliverables related to the opioid-settlement planning; county staff said most of the funds to date have been used for planning and that a larger community advisory board will shape implementation. For the Axon body-camera purchase and other procurement items, commissioners recorded roll-call votes; the measures passed with a majority of present commissioners.
