Wayne County supervisors adopt FY2025 salary schedule, revised employee handbook and routine resolutions

The Wayne County Board of Supervisors voted unanimously June 25 to adopt a salary schedule and hourly rates for the fiscal year beginning July 1, 2024, approve a revised employee handbook effective July 1, and pass a set of routine administrative resolutions.
County Engineer Dillon Davenport and the board reviewed and approved a personnel and administrative package that included Resolution 24-27 listing annual salaries and hourly rates for elected officials, deputies and employees. The resolution lists the county engineer salary at $133,250.00 and the supervisors’ annual pay at $35,060.14 among many other specific entries. The motion to adopt the resolution was approved by the three supervisors present: Lance Lange (chair), Chris Moore and Todd Wilson.
The revised Wayne County Employee Handbook was approved and will take effect July 1, 2024. During the public-comment period resident Don Seams asked what the major changes were; meeting discussion and materials identified at least two concrete changes: employees may use vacation as they earn it after a six-month probationary period, and eligible employees with 15 or more years of service may receive a 40% payout of banked sick time to put toward health insurance premiums without a lapse in coverage.
The board also approved a number of routine resolutions. Resolution 24-28 designated The Seymour Herald and the Times Republican & New Era (Corydon) as Wayne County's two official newspapers for 2024. Resolution 24-29 confirmed appointments to the Wayne County Veterans Affairs Commission with term dates through 2025–2027. Resolution 24-30 authorized the sheriff's office to charge the maximum federal mileage rate as annually determined by the Internal Revenue Service. Resolution 24-31 designated county depositories and maximum aggregate deposit amounts for offices including the County Treasurer and County Auditor.
Board members handled several administrative actions by motion, including asset deletions (a 2006 Kenworth semi and a 2019 Gravely lawnmower) and acceptance of monthly reports. The Clerk of Court’s May report, with deposits of $832.29, and the Sheriff’s May report, with deposits of $27,737.24, were accepted. The board approved a claims list totaling $529,759.80 covering roads, sheriff supplies, courthouse HVAC and other county expenses.
Resident comments focused on the handbook and on the longevity of local programs such as Milestone; Don Seams described his experience with Milestone programs and said program longevity remains the biggest obstacle. The board set its next regular meeting for July 9, 2024, at 10:00 a.m. and adjourned at 10:54 a.m.
All motions recorded at the meeting were made and seconded on the record and noted as approved by the supervisors present unless otherwise stated.
