Assistant County Engineer and Solid Waste Administrator Kyle Pillatzki presented a Professional Services Agreement with Short Elliott Hendrickson, Inc. (SEH) for 2026 landfill monitoring services, noting the county has used SEH previously. The board voted unanimously to approve the agreement in an amount not to exceed $49,900 and authorized the Solid Waste Administrator to sign.
Pillatzki also said Plasma Blue has approached the county about partnering on an LCCMR grant proposal to reduce the cost of destroying PFAS in landfill leachate. He reported an Idea Brief was submitted to the University of Minnesota Regional Sustainable Development Partnership to evaluate plasma-based PFAS treatment technologies, and the board gave consensus to move forward with Plasma Blue and pursue the LCCMR grant opportunity.
Separately, Emergency Management Director Paul Johnson sought approval of a five-year joint funding agreement (FY2026–FY2030) for the Des Moines River stream gauge, noting the county’s annual share will increase from $1,000 to $1,250. The board unanimously approved the extension and authorized Johnson to sign the agreement.
