Beaufort County Council issues proclamations, hears public comment and approves consent-agenda contracts

The proclamations cited local partners, historical context and the chair—s signature on the documents.
David Bartholomew read the Red Ribbon Week proclamation and invited representatives of the Young Marines to the dais; a Young Marines representative described the program—s mission to foster leadership and drug-prevention education. A youth conference ambassador, Jasmine Smalls, spoke briefly to thank the council for the recognition.
A representative for PAFAN thanked the council and noted the group—s decade of work preserving Gullah Geechee-owned property and educating landowners; the proclamation cited PAFAN founder Teresa White and listed Lowcountry counties where the organization has worked.
During public comment Carrie Major (identified herself) asked the council to advance a youth and community center project on St. Helena Island and requested a public meeting there for phase 2 planning; she said phase 1 is already in progress.
On the consent agenda the council approved two construction-related contracts: an award to TruLoc Construction for a road culvert replacement project (listed in the packet as about $2,207,000) and an award to O'Quinn Marine Construction for the Melrose Dock repair on Daufuskie (about $282,006). The chair called the consent agenda and the council approved both items unanimously.
The meeting proceeded to ordinances and other business and adjourned with no further public comment.
