Board approves Measure C contractors for Bishop’s Peak and Los Ranchos projects

The San Luis Coastal Unified board voted to approve Measure C construction contracting actions on June 10, awarding RFPQ #333 for the Bishop’s Peak classroom project and approving a guaranteed maximum price (GMP) amendment for Los Ranchos Phase 1 modular classrooms.
Staff reported that RSH Construction submitted the low proposal on Bishop’s Peak, with a combined profit and overhead factor of about 9.95 percent, narrowly beating another bidder that proposed roughly 10.19 percent; two other proposals were reported at about 12 and 14 percent. District staff said RSH has been the current contractor at Bishop’s Peak and has familiarity with the site, which staff said contributed to a competitive proposal.
For Los Ranchos Phase 1 (three new kindergarten/TK modular classrooms) staff said the district’s original estimate was about $1,850,000 and the bid came in lower (reported as 1.53 in the presentation). The board approved the sublease amendment and GMP for the contractor working at the site and staff noted the modular classrooms include restrooms, HVAC and other upgrades.
Board members said they had visited modular sites and commented that the units were well finished, and staff said most future projects will shift toward stick‑built design though a few modular placements remain appropriate. The construction approvals passed by a 6–0 vote with one member absent.
Staff said the district will continue to brief the Bond Oversight Committee (CBOC) and the board about upcoming Measure C phases and will seek ongoing transparency about construction schedules and costs.
