Gainesville council approves municipal vehicle purchases, downtown grant contract and places charter amendments on May ballot

Gainesville City Council at its Nov. 18, 2025 regular meeting approved a slate of routine municipal resolutions, including purchases of public‑works equipment, an award for downtown revitalization administration and event permits, and voted to add proposed charter amendments to the May 2026 ballot. All motions recorded in open session passed by 7‑0 votes.
The council authorized purchase of a 2026 Hydro Jet/Vacuum truck for the Public Works Department’s Wastewater Collection Division and a 2026 Mack dump truck for the Stormwater Drainage Department. Councilmember Dakota Nichols moved to approve the Hydro Jet/Vacuum truck resolution; Councilmember Gary Sutton seconded. Councilmember Sutton moved to approve the Mack dump truck resolution; Councilmember Nichols seconded. Both measures carried 7‑0.
Council also approved Amendment No. 2 to the agreement with engineering firm Kimley‑Horn for the 2022 Elkins Lift Station, force main and gravity lines project (motion by Councilmember Gary Sutton; second by Councilmember Linda Lewis), and awarded RFP 2025‑18 for administration and application services related to the 2026 Downtown Revitalization grant (Texas Community Development Block Grant program) to Public Management, Inc., for $68,500 (motion by Mayor Pro Tem Mary Jo Dollar; second by Councilmember Linda Lewis). The downtown award will be administered through the TDA/TXCDBG program as noted in the packet materials.
The council approved several event‑related resolutions on the consent agenda, including authorizations for alcohol sales at the Gainesville Civic Center for the Medal of Honor Banquet and the Chamber of Commerce Banquet, and alcohol sales at the Gainesville Farmers Market during the Summer Sounds Concert Series. Those consent items were approved by a single 7‑0 consent motion (mover: Councilmember Gary Sutton; second: Mayor Pro Tem Mary Jo Dollar).
Council also cast the City of Gainesville’s votes for the Cooke County Tax Appraisal District Board Member for the 2026–2027 term; approved Developer's Draw Request No. 2 for the Liberty Pointe Public Improvement District, Improvement Area No. 1; and approved a resolution authorizing the State Theater Blues and Tattoos Festival for March 14–15, 2026, contingent on receipt of required state permits. Each of those motions carried 7‑0.
During citizen comments, William Carter came forward to raise concerns about street repairs and local pavement maintenance schedules. The council did not take formal action on street repairs during the meeting.
The council convened into executive session at 7:49 p.m. under Vernon’s Texas Codes Annotated, Government Code, Chapter 551 — specifically Government Code §551.087 (economic development) to discuss a tax increment reinvestment zone (TIRZ #2) agreement with B‑29 ADC, LLC, and §551.072 (real property). The council reconvened at 8:05 p.m.; Mayor Tommy Moore announced no action was taken during executive session. The meeting adjourned at 8:05 p.m.
