Departments presented the grants: the Port's Clean Ports award (~$55.3M) to fund a zero-emission high-speed ferry network and electrification infrastructure; the Environment Department's Inflation Reduction Act award for building performance policy and implementation (approximately $14.3M for San Francisco's share), and a USDOT discretionary charging grant (~$15M) to add up to 300 public chargers; Public Works presented a $20M Rebuilding American Infrastructure award for the Bayview Connections project; Public Health, Rec & Park and the Human Services Agency presented smaller but programmatic grants for STD prevention, refugee support and a Twin Peaks promenade.
Board members asked clarifying questions and several motions established amendments: for items lacking a fiscal impact report, funds were placed on Board reserve and delegations were added to have the Budget and Finance Committee review completed files before reserve release; several items included language that no new positions would be funded without an annual salary ordinance amendment. The board adopted the resolutions as amended, frequently by unanimous consent or recorded ayes.
Why it matters: The package funds large infrastructure, public-health, resilience and equity-focused projects including electric vehicle charging, ferry electrification and building-decarbonization work. Several items require follow-on budget committee review before reserves are released.
What happens next: Grants accepted at this meeting will be held in Board reserve where required; the Budget and Finance Committee will review completed files for release of funds and position authority where applicable.
