Willis council approves annexation, plats, maintenance-bond releases and gateway sign procurement

At its Nov. 18 meeting the Willis City Council unanimously approved a RaceTrac annexation petition and multiple subdivision agreements and final plats for The Woodlands Hills, released maintenance bonds, allocated MCAD votes, and authorized procurement for city gateway signs with $100,000 CDC support.
The Willis City Council approved a slate of land-development and administrative items on Nov. 18, 2025, in motions that passed unanimously.
Council accepted a voluntary petition from RaceTrac, Inc. to annex approximately 17.246 acres in the B.F. Burke Survey and set a public hearing for Dec. 16, 2025 at 5:30 p.m. Chief Building Official Jeff Cross presented Subdivision Plat Development Agreements for The Woodlands Hills Sections 47 and 49, and Council approved both agreements.
Council approved final plats for The Woodlands Hills Section 47 (87 lots, ~25.547 acres) and Section 49 (18 lots, ~41.213 acres), finding the submittals compliant with development regulations per the Planning & Zoning Commission recommendation. The council also approved release of maintenance bonds for The Woodlands Hills Sections 30, 31, 32 and Crossland Trails Drive after Public Works inspections confirmed completion of the one-year maintenance period.
On intergovernmental representation, Councilman Tom Luster moved to cast the City’s four votes for the Montgomery Central Appraisal District Board of Directors as two votes for Casey Olson and two votes for Tim Arthur; the motion passed unanimously.
The council authorized staff to advertise for competitive sealed bids or proposals for fabrication and installation of City of Willis gateway signs on I-45 North and South and to proceed with procurement; the Willis Community Development Corporation has allocated $100,000 toward the project.
