A management and operational study of the Willis Police Department, prepared by the Texas Police Chiefs Association, was presented to the Willis City Council on Nov. 18, 2025. City Manager Sheyi Ipaye introduced retired Chief Martin Birkenfeld, who summarized the review’s scope and key recommendations.
Birkenfeld outlined the study’s focus on staffing analysis, patrol operations, crime trends, training practices and administrative functions. He identified department strengths and opportunities for improvement and discussed recommendations intended to inform future staffing and resource planning. The council asked clarifying questions and discussed next steps for evaluating the proposals in the report.
Councilman Thomas Belinoski moved to accept the Management and Operational Study as presented and to direct staff to review the recommendations for potential inclusion in future budget and staffing plans. The motion was seconded and carried unanimously. The council did not adopt any specific staffing changes at the meeting; it directed staff to return with implementation options and cost estimates as appropriate.
