City manager and engineer report on Waste Management rate change, water projects and upcoming municipal meetings

City Manager Sheyi Ipaye provided multiple informational reports at the Dec. 16 council meeting.
Mr. Ipaye told the council that Waste Management submitted a formula-based annual rate adjustment tied to the contract and applicable indices; the company’s requested adjustment results in a 6.94% increase in the city’s solid-waste rate, effective Jan. 1, 2026. Mr. Ipaye described this item as informational only and said no council action was required at the Dec. 16 meeting.
Mr. Ipaye also reported that the City of Willis received a Certificate of Distinction for its Investment Policy from the Government Treasurers' Organization of Texas (GTOT); the plaque will be presented at the GTOT Winter Seminar on Feb. 24, 2026, or mailed to the city if representatives cannot attend.
In the Engineer’s Report, Mr. Green provided an update on Water Plant No. 4, which will include construction of a 1-million-gallon elevated storage tank. He said the project is funded through development agreements and city funds, and that the contractor has mobilized and is coordinating electrical extension with Entergy. Mr. Green also reported that the SH 75 waterline extension serving the Comcast data center is under construction and has a projected substantial completion date of Jan. 30, 2026.
Mr. Ipaye announced several upcoming municipal engagement opportunities, including the Texas Municipal League Region 14 Spring Meeting on March 5, 2026, the TML Midyear Conference on March 5–6, 2026, and the Houston-Galveston Area Council State of the Region meeting on Feb. 20, 2026. He also described proposed City Hall signage and plaque improvements intended to update monument and pylon signage and add a dedication plaque recognizing city leadership.
