Willis City Council approves plats, two sewer contracts and ZBA appointments in unanimous votes

At its Dec. 16 meeting, the City Council of the City of Willis approved multiple consent and action items by unanimous vote, including plats, emergency sewer work, a smoke-testing contract and appointments to the Willis Zoning Board of Adjustments.
Councilman Thomas Belinoski moved to approve the consent agenda including the Nov. 18 meeting minutes and tax collection reports; Councilman Tom Luster seconded and the motion passed unanimously.
On land-use matters, the council approved a replat for Buttermilk Café that combines Lots 6–8 in Block 6 into one Restricted Commercial Reserve (approximately 0.258 acres). Councilwoman Kaye Maglitto moved to approve the Final Plat for Majestic Hills Subdivision (17.32 acres; Lot 1, Block 1) submitted by Majestic RV LLC; Councilman Barney Stone seconded and the motion passed unanimously.
Infrastructure contracts were awarded after staff and the engineer recommended the low bidders. Mr. Wind described structural failures in the downtown sanitary sewer line and said the condition met the emergency procurement exemption under Texas Local Government Code § 252.022(2). Ram Rod Utilities was the low bidder for the rehabilitation project at $88,248.60; Councilman Thomas Belinoski moved to award the contract and Councilman Barney Stone seconded. Council also awarded the sanitary sewer smoke-testing contract to Chief Solutions, Inc., the low bidder at $57,255.00, with a contract time of 60 calendar days to substantial completion.
The council approved appointments to the Willis Zoning Board of Adjustments: Kelton Styles, Lisa Toliver, Bobbie Clayton, Raquel Lewis and Kari Bell; Mayor William Brown and Councilman Tom Luster were named alternates. City Manager Sheyi Ipaye said the mayor had contacted the candidates and they had expressed willingness to serve.
All actions noted above were approved by unanimous vote. Several staff members indicated that city engineers and staff had reviewed plats and bid materials and found them to comply with subdivision and procurement requirements.
