Kendall Brecke, who identified themself as planning manager for community development, told commissioners the MARC compliance amendments to Title 17 (addressing massage, alcohol recycling and tobacco uses) are being developed with stakeholders and leadership; staff recommended continuing the item to the May 18 meeting to allow city attorney review. The commission voted to continue the MARC compliance item to May 18 to preserve noticing and allow additional review.
Commissioners also continued two conditional use permit items, including Conditional Use Permit 26‑005 for special events and live entertainment at El Malecon restaurant, because public noticing was not complete; staff recommended the continuances and the motions passed 5–0 with two commissioners absent.
The commission approved minutes from the January 26, 2026 meeting; Vice Chair Derryberry abstained, and the motion carried 4–0 with one abstention and two absences. Assistant Director Hai Nguyen thanked staff for moving the meeting to an alternate venue and formally announced that Kendall Brecke will serve as planning manager going forward. Chair Vose said the commission will reconvene on May 18, 2026 at 3:30 p.m. in City Hall Council Chambers to resume continued items.
