Willis Council holds first reading on voluntary annexation of 17.246 acres near Pilot Station

The City Council of the City of Willis, Texas, held a first reading Dec. 16 on an ordinance to annex approximately 17.246 acres in the B.F. Burke Survey, Abstract 92, a tract described by staff as located across from the Pilot Station and proposed for development as a RaceTrac convenience store and truck stop.
Jeff Cross, Chief Building Official for Willis, presented the annexation and said the property owner submitted a voluntary petition because existing city limits divide the parcel. No members of the public addressed the council during the public hearing portion, and Mayor Pro-Tem Ashley Nixon closed the public hearing at 5:32 p.m.
The annexation ordinance was presented as a first reading only; council took no formal action on adoption Dec. 16. If the council proceeds to a second reading and adoption in a future meeting, the ordinance would formally extend Willis city limits to encompass the full tract described on the petition.
City staff identified the site’s proposed use as a RaceTrac convenience store and truck stop and noted the annexation request is intended to allow the owner to have the entire property inside the city limits. The council did not provide a timetable for further readings or a vote.
The council’s next regular meeting is scheduled in January; any further action on the annexation ordinance will appear on a future agenda.
