Alvarado added that CDFW submitted a letter the day of the meeting requesting minor revisions to mitigation measures related to preconstruction surveys; those draft changes were included in the commissioners' packets.
Chris Penner, representing Rodeo Credit Enterprises, was present and offered to answer questions. One commissioner asked whether environmental impacts listed in the report were being mitigated; Alvarado confirmed that the minor revisions reflect those mitigations and are included in the packet.
A motion to adopt Resolution 26‑004 approving Tentative Tract Map 22‑003, adopt the IS/MND and MMRP, and authorize staff to execute and file the Notice of Determination was seconded and approved by the commission by voice vote, later recorded as 5–0 with two absent.
The action authorizes the environmental document and entitlement consistent with the staff recommendations; subsequent director's review will be required for production homes.
