Edwin said lot sizes would range from about 7,000 to 11,000 square feet and that access would be from 20th Street West and from the neighborhood to the south on Avenue H‑6. The applicant is David Horn; the engineer in attendance was Brian Glidden.
Edwin said staff prepared an initial study/mitigated negative declaration (IS/MND) and a mitigation monitoring and reporting program (MMRP) and that one comment letter was received from the Antelope Valley Air Quality Management District; Caltrans and a late comment from the California Department of Fish and Wildlife (CDFW) included only standard items and did not require changes to the IS/MND. The variance request would allow walls taller than 6 feet to tie into existing walls adjacent to the project and to accommodate retaining and drainage needs. "Staff found that the project meets the findings necessary for a variance," Edwin said.
Vice Chair Derryberry moved to adopt Resolution 26‑003 approving the tentative map and variance, adopting the IS/MND and MMRP, and authorizing staff to execute and file the Notice of Determination; the motion was seconded and approved by voice vote, recorded later as a 5–0 roll call with two commissioners absent.
The commission did not receive public speakers on the item. The approval authorizes filing the Notice of Determination required under CEQA; the specific timing for filing was not specified at the meeting.
Looking ahead, any production homes on the new lots will require a separate director's review, and condition 21 in the staff report references additional design review for the homes. The record for the action will include Resolution 26‑003, the IS/MND, and the MMRP.
