Council schedules study sessions on strategic plan, long-range housing and conservation overlay

Englewood staff told the mayor-manager group on Wednesday that the March 23 study session will include final feedback on the city’s strategic plan, a presentation from the Sustainability Commission, and an outline of a long-range affordable housing plan that councilors may discuss at length.
"The first topic is to receive final feedback and suggestions on the city's strategic plan," Deputy City Manager Tim Dodd said, describing a 15-minute presentation followed by council discussion. Dodd and councilors said they expect presentations to be short and that most of the time will be used for council discussion and direction, particularly about outcome areas and performance metrics.
The long-range affordable housing plan is scheduled with a longer block for presentation and discussion; staff said the presentation may be shorter than allotted but recommended leaving ample discussion time. Councilors also flagged a conservation-overlay discussion (Title 16 amendments) tied specifically to Arapahoe Acres and suggested shorter presentation time but robust discussion.
Why it matters: these study-session items are substantive policy discussions that could shape city planning and zoning, affordable housing approaches and conservation regulations. Staff also previewed an April 6 study session focused on the 2027 budget presentation and several ordinance items.
The mayor-manager meeting did not take formal action; it was used to set times and sequencing for upcoming, substantive council deliberations.
