Willis council approves rezoning for Water Plant No. 4, accepts certified tax roll and adopts no-parking standards

The Willis City Council on Aug. 19 approved a package of land-use and administrative actions including rezoning a donated property for Willis Water Plant No. 4, adopting a no-parking designation ordinance, and accepting the city’s 2025 certified appraisal roll and proposed tax rate.
Council approved an ordinance reclassifying approximately 1.3483 acres from General Commercial to Public to allow construction of Willis Water Plant No. 4 on property the transcript says was donated by Love’s Truck Stop. Jeff Cross, the city’s chief building official, presented the item; Councilman Thomas Belinoski moved for approval, Councilwoman Kaye Maglitto seconded, and the motion passed unanimously.
City Manager Sheyi Ipaye presented an ordinance that authorizes the City Manager to designate No Parking Zones under defined conditions, requires signage to conform to the Manual on Uniform Traffic Control Devices (MUTCD), and establishes enforcement options including citations and towing. Councilman Tom Luster moved for approval; Councilman Barney Stone seconded and the motion passed unanimously.
On finance matters, the Council accepted the 2025 certified appraisal roll prepared by the Montgomery Central Appraisal District at an assessed valuation of $838,040,312. Ipaye also presented calculations for the No-New-Revenue Tax Rate ($0.5518 per $100 of valuation) and the Voter-Approval Tax Rate ($0.5689 per $100). Council voted to accept the proposed No-New-Revenue rate of $0.5518; the minutes state the vote passed unanimously.
