Council approves memorandum with fire district and hires new clerk; planning updates set for May–June

Under new business, council reviewed a proposed memorandum of understanding with the fire district. The council moved to approve the MOU with those corrections and authorized the mayor and fire district representatives to sign.
The council announced the hiring of Debbie Chester as a clerk to replace an offsite employee; Chester is in training and will manage meeting minutes and open-meeting processes. The chair noted staff would continue working on grant closeouts and the next budget cycle and asked council members to submit wish-list items for the coming year.
Council members also reviewed planning-and-land-use next steps: the planning commission will hold a public hearing in May on proposed code adjustments to sections 85-3 and 90-6, and the commission's general-plan survey summary will be presented to the council in June for possible action.
The council approved the March 18, 2026 minutes earlier in the meeting after a single correction was proposed and seconded.
