Commission Approves Mixed‑Use Center Recommendation for 322 Tarasco Drive

The Planning Commission voted on Jan. 28, 2026, to approve staff’s alternate recommendation of Mixed Use Center for a plan amendment at 322 Tarasco Drive, instead of the applicant’s requested Suburban Tier→Regional Center change.
Lehi Veritano, planner with Development Services, presented the proposal and said staff found the requested Regional Center classification inconsistent with the surrounding established residential block. Veritano said the request would have removed low‑density residential zoning options and allowed higher‑intensity commercial uses; staff instead recommended Mixed Use Center to limit commercial intensity. Staff reported 18 notices mailed for the item and one returned in favor within 200 feet; the Rainbow Hills Area Neighborhood Association did not submit a response.
Matthew Gilbert, representing the applicant, told the commission: “We are in agreement with staff's alternate recommendation, for mixed use center.” No members of the public had signed up to speak.
A motion to approve the alternate recommendation of Mixed Use Center was made by Commissioner Proffitt and seconded by Commissioner Milam. Staff conducted a roll call vote and recorded affirmative votes from Prophet, Milam, Sanchez, Lopez, Lehi, Bustamante, Siegel and Chair Peck; the motion passed.
The alternate designation limits the types and intensity of commercial uses that could be permitted on the site. The commission did not discuss any immediate permit applications; staff said the item will proceed through standard implementation steps.
