Council debates timeline for pre-separation recruitment and temporary appointments

An ordinance to amend Chapter 2 to authorize pre-separation recruitment and temporary appointments prompted extended council discussion about recruitment timelines, operational continuity and fiscal oversight.

Council members recounted prior committee conversations and asked HR and legal staff how long a transitional overlap should be allowed when senior employees depart. Staff said the original draft allowed recruitment six months in advance with a proposed three-month operational overlap; after committee feedback the proposed ordinance narrowed the overlap to 90 days (three months). Council members stressed that temporary or contractual appointments must remain within the city manager’s existing spending authority and that anything beyond those limits would require budget appropriation and council approval.

Councilors also raised practical concerns about vacation accrual and department coverage, and staff explained typical overlap arrangements and union considerations. Several council members emphasized the need for clarity in the ordinance language about whether temporary hires are employees or contractors and whether any dollar limit should be included; staff said existing city-manager spending limits would apply and that the council retains appropriation authority.

The ordinance was presented on the agenda for the formal council meeting with the clarified three-month overlap language and a staff memo explaining how recruitment and temporary coverage would be handled operationally.
