Summary
At its April 20 meeting the Canal Winchester City Council moved multiple items to full council during the work session and adopted several resolutions and ordinances in the regular meeting, including an amended development plan for a Violet Township fire station, a 0.17-acre right-of-way dedication, an event exemption for the Sustainability Commission and updates to pool rates and the 2026 appropriation ordinance.
Canal Winchester City Council adopted several routine and planning measures April 20, approving an amended final development plan for the Violet Township Fire Station, accepting a small parcel of land for right-of-way, exempting a commission-sponsored event from a city limit on garage sales, and enacting a rates and budget change affecting the municipal pool and the 2026 appropriation ordinance.
The council adopted Resolution 26-019 approving an amended final development plan for the Violet Township Fire Station at Busey Road. City staff explained the planning commission approved an amendment to show an access drive and granted a variance for a 45-foot main access width; sign approval will be considered later. The resolution’s sponsor in the regular meeting was Council Member Payne, and the motion carried on roll call.
The council also adopted Resolution 26-020 authorizing the mayor to accept a 0.17-acre parcel to be dedicated as right-of-way to accommodate a future water line and a planned bike path along Gender Road. The chair sponsored the motion and roll-call votes were recorded in the affirmative.
Resolution 26-021 was approved to exempt the Sustainability Commission’s “Great Garage Revival” event from the two-sale annual limitation set forth in code section 1135.09(c)(3). Council members said the exemption was intended to avoid discouraging participation in the community event that coincides with the city’s art stroll.
On third reading the council adopted Ordinance 26-007 to amend the swimming pool rate ordinance. Council also adopted Ordinance 26-008, an amendment to the 2026 appropriation ordinance (25-029, amendment number 1). Sponsors for those items were recorded in the meeting minutes and motions passed by roll call.
During the work session earlier the same evening, council voted to move the development plan, right-of-way and event-exemption items to the full council agenda; staff had explained each item’s planning or code rationale in advance.
All recorded roll-call votes for these items showed affirmative responses from council members present at the meeting. The council did not record any dissenting votes during the regular session for the items listed above.
The council scheduled follow-up actions where required: sign approvals for the fire station plan and continued implementation steps for the right-of-way and event logistics. No items were tabled or sent back for further study during the meeting.
