Local arts group urges council to approve West Park bandshell site so fundraising can move forward

Representatives of Crossroads Cultural Connections told the Kewanee City Council on June 10 that designating a site for a proposed bandshell in West Park is necessary to begin fundraising and bring more concerts to the city.

Jason Bates and John Taylor, who work with Crossroads Cultural Connections, said the group regularly books acts for nearby towns and that having a bandshell in Kewanee would allow touring performers to stop and play, sometimes for donations or grant-supported fees. Jeanna Moore, who joined the group’s presentation, asked the council to approve the south side of West Park as the preferred location so the fundraising committee can move forward with grant applications and event planning.

Councilmembers expressed practical questions about who would own or maintain the structure after construction and how construction and ongoing operating costs would be funded. City staff and council members discussed the need for clearer ownership, maintenance responsibilities, and funding commitments before the council could approve a formal proposal. No formal vote was taken; councilmembers discussed placing a decision on the next meeting agenda.

The proposal drew no formal public objection at the meeting, but councilmembers asked staff and the group to return with a plan that clarifies funding sources, a maintenance agreement or ownership structure, and any required permits. Crossroads Cultural Connections said grants and occasional donated performances are possible but did not provide a specific funding commitment at this session.

If the council places the bandshell authorization on a future agenda, a staff report is expected to include a recommended site plan, cost estimates, and a proposed ownership or stewardship arrangement.
