Feeding San Diego representatives described the organization's food-rescue model and school pantry footprint. "Will it help us feed more people? SB 13 25 will do that," CEO Bob Kaminski said. Opponents including the California Association of Food Banks warned the statute risks reallocating scarce CalFood resources, increasing administrative burden on CDSS, and competing with existing TFAP-member food banks.
Committee members discussed local options and the role of counties in distributing CalFood. The author accepted amendments to narrow the bill and require standards; Senator Nilo moved the amended bill to Appropriations. The roll call indicated a 3-0 vote in committee for the amended, district-focused measure.
